I have sometimes found it surprisingly hard to get a clear picture of the server status when I can't seem to get connected.
Perhaps you all have already found this, but here's a simple site that seems to give accurate information on server status:

It would seem that NCSoft will occasionally just take the Login Servers down (perhaps in preparation for maintenance). When this happens, the servers themselves can appear to be open, but in reality one can't login. I've run into this several times.
I've also experienced what I think is the opposite: login servers are up, but servers are under maintenance. In this case one finds themself in a rather surreal world. The graphics are there, but about the most one can do is run around a little bit.
This site tracks both login servers and game servers, which I think makes it a little bit easier for one to understand what the real status is.
