I've been messing around with the new library sharing function on Steam this month- it works really well! I let my sister, who owns almost no Steam games, log in and tag my account from California, and a friend gave me his login for a few minutes so I could tag it on my computer here.
The borrower can begin playing any game at any time that the owner isn't already playing anything. Steam individually tracks achievements, cloud saves, and playtime for the borrower, and many 3rd party sites like ASTATS permanently award points for achievements on borrowed games. While the borrower is playing, the owner gets a small note showing that his library is in use, but he's free to start playing his own games anytime. If he does, the borrower gets a 5 minute warning to purchase the game before it force-exits.
Right now I'm 9 timezones away from home, so the conflicts have been minimal, but I plan to keep hitting my friend's huge library long after I'm back. He's got like $3000 of stuff I didn't have!
